Abstrak

     The purpose of this research is to determine whether the 5C Principles (Character, Capacity, Capital, Collateral, and Condition of Economy) as the basis for analyzing subsidized mortgage loans have been implemented optimally and on target by PT. Bank Tabungan Negara (Persero) Tbk Pangkalpinang and Bank Sumsel Babel Pangkalpinang. This type of research is field research with a qualitative descriptive approach, namely by collecting and analyzing data to provide a clear description in accordance with the research title. Data collection techniques used interview and documentation techniques.

According to the results of the study, PT. Bank Tabungan Negara (Persero) Tbk Pangkalpinang and Bank Sumsel Babel Pangkalpinang have used the 5C principles as the basis for credit analysis, particularly for subsidized mortgages, balanced with an adequate banking information technology system, but with nearly the same parameters as: Character analysis, seen based on the results of interviews and results of checking SLIK (Sistem Layanan Informasi Keuangan); Capacity analysis, which considers the ability of prospective debtors to meet their obligations based on monthly salary slips / income statements; Capital analysis, a type of analysis in which the considerations are based on a savings checking account that is legalized by banks to see fixed income or available capital owned by prospective debtors; Collateral analysis, seen based on the selling value of the goods to be pledged; Analysis of the condition of economy, seen through the prospective debtor's business/job conditions, to determine whether or not it has an impact. However, non-performing loans can still be found in every bank until now, indicating that the realization of subsidized mortgage loans has not been targeted.
